Final Determination of Complaint No. 02/2010 To make a final determination in relation to an alleged failure by a former Borough Councillor to follow the Code of Conduct.
This is a continuation of a hearing which commenced on 11th July 2011.
(Report and Investigating Officer’s Report attached) Additional documents: Minutes: The Sub-Committee considered a report on an alleged failure to follow the Code of Conduct.
(The meeting was opened and adjourned on 11th July 2011 and reconvened on 28th November 2011.)
The complaint concerned an allegation that, at a meeting of the full Council on 24th May 2010, former Councillor Graham Vickery had failed to treat other Councillors with respect and had conducted himself in a manner which could reasonably have been regarded as bringing the office of Councillor or the authority into disrepute.
A report of the Investigating Officer dated 28th April 2011, which had found that former Councillor Vickery had failed to follow the Code of Conduct in relation to the complaint, was considered. The Sub-Committee was asked to determine whether, based on the facts set out in the report and the representations made during the hearing, it agreed with the Investigating Officer's findings.
RESOLVED that
former Councillor Vickery had not failed to follow the Redditch Borough Council Code of Conduct and had not been in breach of Part 1, paragraphs 3(1) and 5 of that Code.
(A copy of the Committee's full decision, together with the reasons for it, is appended.)
