Voting record

In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014 the alternative budget from the Labour Group was subject to a named vote.

In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014, and subject to the amendment to the plan for 2025/26 in respect of removing reference to the introduction of all out elections, all of the recommendations in the Medium Term Financial Plan were subject to a named vote.

In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014 the recommendations in respect of the Council Tax Resolutions 2023/24 were subject to a named vote.

A recorded vote was requested on the following proposals from the Executive Committee on the subject of the Town Hall Hub:

RECOMMENDED that

1)          building works on the Town Hall of up to £5.2m, (or reduced amount in the event that for any reason the Town’s Fund Library Business Case does not proceed to fruition) to be funded from Capital Receipts, for the purpose of remodelling the Town Hall in accordance with the Town’s Fund Library business case, be approved; and

2)          the capital programme is increased by £5.2m to deliver these works.

(Prior to the recorded vote, Councillor Michael Chalk left the room and therefore he did not take part in the vote.)

A recorded vote was requested in respect of the following recommendation on the subject of the Redditch TIP Library Development - Business Case:

“That the Overview and Scrutiny Committee, having considered the report advises the Executive Committee not to endorse the business case and not to proceed with this project for the following reasons:

1.     The risks are too high, and the financial returns are too low; and

2.     The Council does not have the authority from Worcestershire County Council to proceed with the project to demolish the library in the town centre.”
